Kraus-Manning, Inc. is the owner’s representative and building inspector for the United States Virgin Islands Government, maintaining all construction documents (drawings, specifications, critical path schedules) and managing the construction and conducting weekly meetings with the contractor. KMI is responsible for assuring that the project is constructed to International Building Codes and will remain on site until the Certificate of Occupancy is granted and presented to the owner.

During the pre-construction phase, KMI worked with site design professionals because of the requirements for mitigating storm runoff; zoning requirements; construction methods; erosion control and density levels due to the project location in an environmentally sensitive area. Cisterns were built to capture water from the frequent rainstorms, which will supply water to the entire community.

This affordable housing development is located in Estate Calabash Boom, on the Island of St. John, USVI. The goal of the project is provide safe and attractive housing to the native workforce in order to retain the residents of St. John as well as entice those who have left to return to the island. The project includes: 48 apartments and 24 town homes; a waste water treatment plant for grey water reuse for irrigation and sanitary water; and a community center comprised of a large kitchen, meeting rooms and a computer lab.
